Springfield was a small anonymous town in the U.S., which Cobra secretly operated as a base. The town was poor and desperate when the man who would become Cobra Commander arrived. He became the town's savior and it was there he started Cobra. Many covert operations were held there, including the creation of Serpentor.

In 2017, while Cobra publicly occupied several US cities, Cobra Commander silently infiltrated Springfield as well, slowly turning it back over to Cobra control.

Father Cobra
In the Shattered Glass universe, Father Cobra returned to Springfield, slowly infiltrating it once more with members of his peace organization. To any casual visitor, the town looked the same, but if anyone poked too deeply, hidden Vipers were ready to intercept, violently if necessary to protect its residents and their secrets.
In 2011, G.I. Joe learned of Springfield's location from Lt. Bludd, so once again its Cobra citizens were threatened by impending invasion, massacre, and death. Father Cobra got them out before the Joes could move in, but the US government destroyed the town anyway, before Bludd's eyes.
