COBRA MORAY troopers are COBRA’s elite underwater forces. They are handpicked from the best and the meanest of the COBRA EELs. They are fitted with bio-tech engineering to increase their strength and improve their underwater abilities, which allows them to go where the COBRA EELs can’t and conduct even worse acts of sabotage. They have destroyed marine shipping channels, stormed G.I. Joe coastal bases, and caused a lot of misery for anyone who brushes fins with them.
