Felix "Mercenary" Stratton is one of the only COBRA VIPERs to defect to the G.I. JOE team and survive. He joined COBRA for the adventure and the promise of material gain, but soon grew dissatisfied with the COBRA philosophy. To escape COBRA Island, he hot-wired a hydrofoil and outran his pursuers. He brings to the team a proficiency with small arms and explosive devices, and inside information about COBRA.

MERCER was the only COBRA Viper to defect to G.I. Joe. He originally signed up with SGT. SLAUGHTER'S MARAUDERS, and outfit so secret that the Pentagon never acknowledged their existence. Recently transferred into the main body of the G.I. Joe team, Mercer is invaluable as a tough fighter and as a source of inside information on Cobra tactics and battle doctrine.
"Although the rest of the G.I. Joes weren't too thrilled about having a defector in the ranks, especially one from Cobra, we soon developed a grudging respect for his no nonsense attitude and coolness under fire. We also didn't mind the fact that Mercer is strong enough to carry a 88mm Stanford Rocket Launcher with an ample supply of anti-tank armaments. None of this means that we like him very much, but then again, he doesn't like us very much either."
Depending on how he tells the story, U.S. Army Sergeant Felix P. Stratton was born either born in Spencer, West Virginia, or Taos, New Mexico. Mercer joined the ranks of Cobra Vipers for the promise of money and adventure. Becoming disaffected with Cobra, he had second thoughts and escaped from Cobra Island. He eventually began working undercover, using the alias Richard S. Cecil from Taos, New Mexico, and worked with the G.I. Joe team on a number of classified missions before it was shut down in 1994.
After the Joe team was reinstated he was allowed to rejoin. He is current commander of the Renegades, performing secret black-ops missions most Joes wouldn't touch.
When Mercer joined the Joes, he demanded (and received) an extremely high pay grade, due to his intimate knowledge of Cobra activities. This has caused some resentment amongst some of the long-term Joes, who feel that Mercer never earned his rank, and was instead rewarded for an early life of wrongdoing. Mercer doesn't seem to care what the other Joes think, which doesn't exactly ingratiate himself to his team-mates. He is current commander of the Renegades, performing secret black-ops missions most Joes wouldn't touch.
