CESSPOOL was once the CEO of a major corporation. He had Seville Row suits, a Lagonda, and his own table at '21'. In his mind, he wasn't just a captain of industry - he was a field marshal. In reality, he was nothing more than a shallow, money-grubbing corporate raider, willing to sacrifice his own employees for profit. Looking to cut costs anyway they could, CESSPOOL and his executives devised a plan to trick workers into converting their life insurance into health coverage, then assigning them to highly dangerous and toxic work areas. In addition, his company had been ignoring safety and environmental regulations for years. When a large group of government agents arrived at CESSPOOL's company with lawsuits and warrants at the ready, he quickly ran to his factories, trying to dispose of all the toxic waste inside. While trying to shut off a faulty valve, CESSPOOL accidentally released a spray of toxic chemicals that left his face horribly scarred. Doctors told him the toxins seeped into his brain and altered his mind. CESSPOOL disagreed, seeing his new, warped mind as a revelation.

The name used by Vincent A. D'Alleva, the one-time "Chief Environmental Operative" of Cobra. D'Alleva was once the CEO of a huge corporation. Looking to cut costs anyway they could, D'Alleva and his executives devised a plan to trick workers into converting their life insurance into health coverage, then assigning them to highly dangerous and toxic work areas. In addition, his company had been ignoring safety and environmental regulations. When a large group of government agents arrived at D'Alleva's company with lawsuits and warrants at the ready, he quickly ran to his factories, trying to dispose of all the toxic waste inside. While trying to shut off a faulty valve, D'Alleva accidentally released a spray of toxic chemicals that left his face horribly scarred. Doctors told him the toxins seeped into his brain and and altered his mind. D'Alleva disagreed, seeing his new, warped mind as a revelation. He began calling himself Cesspool and set out to find a use for toxic waste. He eventually finds a way of turning toxic sludge into a weapon dubbed "plasmatox". When launched from "sludge guns", the concentrated toxic chemicals could dissolve and destroy everything from a person's skin to a tank's armor. He hired himself out to corporations, hauling away their sludge and then re-selling it to other buyers as a weapon.
In 1992, Cobra Commander hired Cesspool on a temporary basis, allowing him to set up weapons-grade sludge plants on Cobra Island. In the Commander's absense, he built more plants all over the island. He gained the support of Cobra' Toxo-Vipers, many who became Cesspool's own personal Sludge Vipers. Zarana -- in charge of operations on the island at the time -- tried to stop Cesspool's expansion, but failed. He set up a plasmatox refinery in the Gulf of Mexico, where he and his men were attacked by the Joe team's Eco-Warriors, led by Flint. After a brief battle, two of the Joes were captured, but the last Eco-Warrior appeared with a polluter's greatest enemy: a government lawyer.
Cesspool managed to escape the government's wrath personally, though all of his assets around the world were seized. He worked with Cobra for a short time before being captured by Firefly and his Red Ninjas when they took over the island. Firefly hoped to hold Cesspool, Zarana and Cobra Island for "ransom", but his plan backfired when Cobra Commander told him he could keep the island, Zarana and Cesspool for all he cared. Firefly kept them locked up in a cell until he was defeated by the very Red Ninjas who had been on his side. Though Zarana escaped and returned to Cobra, Cesspool's fate was unknown for years.

Cesspool eventually returned to Cobra as well, is now a field commander of Cobra's Ground Forces. His personal squad are the Sludge-Vipers.
In 2022, Cesspool started selling BOWs to both the Russians and the Ukrainians.

Good afternoon,
I've secured enough resources to make a deal with Russia to help supply them with new weapons for their current mission. While we are at an unease with each other, their money is still worth getting and we can use it for future products. Also, given the current political tensions, this operates in our favor. Russia stopped rocket engine sales to US which means they will have a surplus for us to barter for. Additionally, with Russia pulling out the NASA joint effort for the space station I can even parter some more for that intelligence. If we can get the space station and the rocket engines, could that help with our current space effort?

Thanks to Typhoid and Zarana meeting with my client and myself, we have secured $50M from Russia in a supplies deal. I sold them one of our prototype lab accidents. I am asking for more time to consider the Bio-Viper army. I have a small stash hidden in cages. I might suggest we transfer a few off to Broca in the event of the Joes returning anytime soon. I will include Cobra on in on the split with an extra payout to Zarana and Typhoid.

Audio only: Cesspool’s voice seems to be snarling, "The Joes are meddling with my projects! I had nice cache I was bringing to the market this lone agent keeps showing up where she is not wanted! She killed one of my creations and stole a Septic Tank! I had to retreat because local enforcement was getting involved. Fortunately, I was to have a squad of Heavy Water Troopers, Sludge Vipers, and Toxo-Vipers on handle the involvement. I already paid off the officials to handle the issues."

Operation Superfund
Dearest Commander, Operation Superfund has been going well, save for the New Jersey Incident. With operatives hidden behind Russia’s lines and in Ukraine, we are poised to have the best yield. Russia took the bait with the B.O.W.s and they purchased them. I have two squadron of Heavy Water Troopers deep in Ukraine and are ready to activate the B.O.W.s to disperse Russia’s nuclear weapons. The Heavy Water Troopers and Sludge Vipers are also ready to make their debut in Ukraine to stand against the Russian forces. With Cobra helping against Russia, that will hopefully help give us a better political atmosphere and show the EDC our commitment to help on Earth. Additionally, with the Heavy Water Troopers and the B.O.W.s disabling and raiding Russia’s nuclear weapons, that should give us the resources for the next step.
Additionally ARB Co is continuing efforts in the United States to clean up Ohio’s chemical spills. We’ve been preserving the resources recovered for the future usage as well. Once we finalize the costs, I will make sure to send you the funds received.

Commander, I forgot to mention a new product idea that I was working on. ‘Viperactive.’ It’s an energy drink made with a lower dose of Compound Z. If we can sell this to the masses. If we can get them pre-exposed to Compound Z, we can then later control them with an aerosol dosage of Compound Z that will be the final step to subjugate our pre-exposed targets. Thoughts?
